NEET UG Counselling
The MCC/DGHS will be doing Counselling for 15% AIQ, 100% Deemed Universities, Central Universities (Delhi University, AMU & BHU including Institutional/ Domicile Quota), 100% ESIC, AFMC (only Registration Part) & I.P University (VMMC & SJH AND ABVIMS & RML & ESIC Dental, Delhi (15% AIQ + 85% Institutional Quota ) 100% AIIMS & 100% JIPMER. The role of MCC of DGHS is limited to allotment of seats to the participating candidates, as per their merit and choice, which starts only after receiving the list/data/Information of successful candidates from National Testing Agency i.e. the NEET (UG) examination conducting body.
From year (2021) there are total 04 (four) rounds of counselling conducted in NEET UG counselling by MCC: Round 1, Round 2, Mop up Round & 4th and Final Stray Vacancy, who are qualified for NEET UG AIQ counselling they can follow necessary process and steps.
1St Step is New Candidates registration for AIQ Round I
For registration, candidates need to visit the MCC official website for AIQ Counselling where you have to create new User ID and Password and for counselling there is an inclusion of payment of Non-Refundable registration fee & Refundable security Deposit which I will discuss later.
Payment of Non-Refundable Registration fee and Refundable Security Deposit (to be refunded only in the account from which payment has been made). Now you have to fill the Choices very carefully because this is the important feature for this counselling and Lock the choices. In all India level counselling there are 15% seats from all Govt. colleges of India, all central universities and all deemed universities participate. It is conducted by Medical Counselling Committee. This counselling conducted by the Directorate General of Health Sciences (DGHS) on behalf of Medical Counselling Committee. State Level Counselling- State quota contains 85% medical seats of all Government medical colleges of the state as well as 100 % seats of all private college & Universities of the respective states.
The process of Seat Allotment Round-1 will take time and may publish the result of Round-1 on MCC website within a week or so. After result publication you must report at the allotted Medical/Dental College against 1 Round.
Candidates who registered for Round-1 and did not get any seat allotted are not required to register again. Fresh New Registration for Round-2 are required for those candidates who
- Have not registered in Round-1 (with full payment of fees).
- Have Resigned / Not reported in Round-1 need not register again.
- Fresh Choice filling Round-2.
Similarly, Publication of result of Round-2 will be available on MCC website and after that you must report at the allotted Medical/Dental College against Round and this is the END of 15 % All India Counselling and reverting of Non Joined, Not allotted seats to State quota / Institutional Quota of Central University /Central Institute.
After the second round of counselling for All India Quota seats, the students who take admission in All India Quota seats should not be allowed/permitted to vacate the seats. This would ensure that very few seats are reverted to the State Quota and also All India Quota seats are filed by students from the all India merit list only. The students who take admission and secure admission in Deemed Universities pursuant to the second round of counselling conducted by the DGHS shall not be eligible to participate in any other counselling
But before going on all after mop round of counselling there may be one more round of counselling which is also known as stray vacancy round of counselling or CLC (College Level counselling). Some times with proper guidance and knowledge you can get a seat in top medical colleges even with low score.

- Mop up round is the 3rd round of counselling and will be conducted only if there are seats remains vacant after second rounds of counselling.
- And all remaining seats by whatever the reasons get filled in this round of counselling.
Candidates who are NOT eligible for Mop up counselling
- After filling the Retention form, students are not eligible.
- Candidates who joined and the resign after the seat allotment in previous rounds.
- Students whom allotted seats in computerized Cap but didn’t join.
How to participate in NEET Mop up round counselling ?
As per the norms released by Supreme court.All the students and candidate who are qualified from NEET can participate in mop up round of counselling in any state irrespective of their domicile against vacate seat reverted to states through 15 percent quota.
Candidates automatically eligible and participate in Mop Up round. But they have to fill separate form for this round.

List of Registered Candidates ten times the number of Stray vacancies to be sent to Deemed / Central Universities/AIIMS/JIPMER to be exhausted strictly in order of merit
Original documents (along with attested photocopies of documents) for admission to under- graduate medical courses for admission to 15% of total seats on All-India basis required at the time of joining in allotted Medical / Dental College are as mentioned below.
I. Allotment Letter issued by MCC
II. Admit Cards of Exam issued by NTA.
III. Result/ Rank letter issued by NTA.
IV. Date of Birth Certificate (if Metric Certificate does not bear the same)
V. Class 10th Certificate
VI. Class 10+2 Certificate
VII. Class 10+2 Marks Sheet
VIII. Eight (8) Passport size photograph same as affixed on the application form.
- Provisional allotment letter generated on-line.
- Proof of identity (Aadhar/ PAN/ Driving Licence/ Passport)
- For NRI/ OCI candidates appearing for Deemed Universities following documents are mandatory:
- a) Passport copy of sponsorer, embassy certificate
- b) Sponsorship affidavit (stating that sponsorer is ready to bear the expenses for the whole duration of study)
- c) Relationship Affidavit (Relation of Candidate with the sponsorer) XII. The Candidate should also bring the following certificate, if applicable:
(a) SC/ST Certificate issued by the competent authority (in the standard format as specified in the prospectus/information bulletin) and it should be in English or Hindi in language. Sub caste should be clearly mentioned in the certificate. Some of the States insist for English version of Caste Certificate. In case the certificate is in regional language the candidate should carry a Attested translated copy of the certificate in English/ Hindi.
(b) OBC certificate issued by the competent authority. The sub- caste should tally with the Central List of OBC. The OBC candidates should not belong to Creamy Layer to claim OBC reservation benefit. The OBC certificate must be in the standard format as mentioned in the prospectus/ Information Bulletin.
(c) Disability Certificate issued from a duly constituted and authorized Medical Board for 21 Benchmark Disabilities as per the Rights of Persons with Disability Act 2016 (RPWD Act, 2016). No other PWD certificate, issued by any other Authority/Hospital will be entertained.
(d) EWS Certificate as per the prescribed format. (Candidates are advised to see college information, of allotted college for, any other document which may be required by the allotted college) Candidates without original certificates/documents shall not be allowed to take admission in allotted Medical/ Dental College.
